While the cauliflower is draining, to prepare the tomato sauce, add olive oil to a saucepan and heat it, then add the cubed tomato, tomato paste and water and mix. When the sauce starts to boil, we add granulated sugar, salt and pepper and mix. Boil it 1 minute and turn off the stove.
Add olive oil to a pan, add finely chopped onions and start sauteing.
Add salt to it and then the finely chopped peppers.
After sauteing for a little more, add the ground beef, salt and pepper.
When everything is well sauteed, spread it on the baking tray.
Then arrange cauliflower florets boiled in milk on top of it.
While doing this, cook the flour in melted butter and olive oil in another bowl (make a roux) As soon as the smell starts to come out, mix the milk slowly and constantly to keep it smooth. Add salt and pepper, then stir until it boils.
Pour the béchamel sauce on the cauliflower, which is boiling on the stove, and then pour our tomato sauce on it.
After pouring the tomato sauce, spread the grated cheddar on top. After these processes are over, put it in the oven that is preheated to 180 degrees. After about 20-30 minutes, when the top fried, take the cauliflower gratin from the oven and serve it hot.
